Both Shigure and Mustang claimed the dog to be relevant. While Mustang's team is more likely as they were the ones to receive the clue, Shigure did say it was him here (http://community.livejournal.com/cryfuckuwolf/247593.html?thread=28961833#t28961833). I believe it would depend on the sheep's trust in the shepherds' word.
