We could vote Bel's team, and they could be put in a draw with Heat's, or with another team. Either way, we could keep one of the scapegoats and keep suspicion on them.

Heat's team does have a good defense in that they were the first to share. That makes them harder to scapegoat. But they also have being most clearly identified in the clue working against them.

Since they're getting harder to scapegoat, it might be best to vote them out even if they're the best identified. Albert's team is amassing a lot of suspicion too.
