Hey, team, how are we doing this? We can try and scapegoat two, but we don't want to rail on them too hard since it's going to be obvious they aren't a wolf. The other trick is to go for the teams actually around, which people might be more satisfied with and it won't make us look as bad.

The pair that's under suspicion will probably need to make themselves open for questioning, if possible.

As I said to Annie-san, I feasibly cannot try and scapegoat the missing team--but I think it would work out well if we all held differing viewpoints on this anyway.
